ASHRAE's committee structure is the mechanism that makes the Society run. Through this structure, members formulate policy, develop procedures, and direct Society activities.
Decisions made by the Board of Directors are based on the recommendations of committees. Because of this, the Board of Directors is only as effective and efficient as the Society committees.
New ideas and new programs are usually initiated in committees, which also serve as management training centers for future Society leaders.
Committee participation
Committee participation is one of the most important and rewarding aspects of ASHRAE membership. Committee leadership is necessary to achieve the overall objectives of the Society and coordinate activities in the most effective manner.
Leadership is provided by the committee chair - someone who sets goals, recognizes problems, and assigns the right people to develop creative solutions. Achieving results requires a concentrated team effort. Ideally, the chair is attuned to the committee's tasks as well as the interpersonal dynamics of the committee members.
Councils
Councils are comprised of board members, representatives of related standing committees, and other members elected by the Board of Directors.Their mission is to administer the activities and policies promulgated by the Board that concern those committees within the organizational structure of the councils. In addition, councils approve or reject the funding of projects and programs recommended by the appropriate committees.

Benefits of Serving
Members who serve on committees do so without payment for their services, and usually pay their own expenses. The Society does, in some instances, pay transportation expenses for designated committees when so requested by eligible members.
Service on committees, however, carries its own rewards. Members who serve receive many benefits: Increased mastery of their fields, increased competence as professionals and increased recognition as authorities in their fields of interest. They also receive the satisfaction that comes from forming new friendships and making a contribution to an organization dedicated to advancing the arts and sciences in their fields of interest for the benefit of the general public.
The Society has been fortunate in finding talented, enthusiastic individuals to serve on its many committees. Nevertheless the president, and others responsible for committee appointments, always welcome and need chapter and member recommendations to find candidates who are not only qualified, but also willing and able to participate.
Those interested in serving on a committee are encouraged to make their wishes and qualifications known. Chapter and regional officers, and others who are in a position to know and evaluate prospective committee members, are urged to submit recommendations for consideration.
